Emergency services rushed to the the scene in the city.
Essex Police confirmed that the woman was pronounced dead at the scene.
Now Chelmsford City Council is considering ways to prevent these incidents in the future.
A spokesman for Chelmsford City Council said, “The recent incident at High Chelmer Multi-Storey car park was a terrible tragedy and our thoughts are with the friends and family of the lady at this sad time.”
“The Council is carrying out debriefs following this incident and will be considering what improvements need to be put in place to prevent or manage this kind of occurrence in the future.
"We will work with other authorities and organisations to consider what changes may need to be made.
“Over the last two years, the Council has invested in increased CCTV in the multi-storey car parks, which has improved the way that these types of incidents can be managed.
"Having completed initial debriefs, we are satisfied with how the incident was managed by our staff and, in particular, the response from the emergency services.”
