PLANS for two restaurants at a former pub site have been refused by the city council.
The plans by KFI GBI and Calder Investment Properties Limited, for a restaurant and hot food takeaway, a shop and another restaurant each with its own 'drive-thru' lane have been turned by the Chelmsford City Council.
The council gave five reasons why it refused the plans these including concerns about drainage, parking and also highway works.
